New Westminster proposes new people centric approach to the triple crises of homelessness, opioid addiction and mental health issues. City staff presented city council with a two-year pilot proposal, beginning with the March 2023 homeless count that revealed a 65% increase in homelessness in New Westminster. Based on successful best practices in other cities around the world, they propose to use the lived experiences of city residents and incorporate First Nation practices and Indigenous organizations into the pilot project.
